When you enable a disabled service by setting enabled: true, you must also add template: {} to set the default service values or set specific template parameter values for the service.

The following example enables the Dashboard service (horizon) in the OpenStackControlPlane custom resource (CR) with the default service values.

  horizon:
    apiOverride: {}
    enabled: true
    template: {}

If you want to set the values for specific service parameters, then add the following configuration to your OpenStackControlPlane custom resource (CR):

spec:
  ...
  horizon:
    apiOverride: {}
    enabled: true
    template:
      customServiceConfig: ""
      memcachedInstance: memcached
      override: {}
      preserveJobs: false
      replicas: 2
      resources: {}
      secret: osp-secret
      tls: {}

Any parameters that you do not specify are set to the default value from the service template.
